The City of Dublin Planning Department is still working on the release of the supplemental environmental report on Grafton Plaza. An updated target date has not been set yet. The report will list and evaluate any potential environmental concerns. Once the report is released, there will be a 45 day public comment period to include any additional environmental concerns.

The development firm for Grafton Plaza mailed a brochure last week detailing the benefits of Grafton Plaza. A web version can also be seen on their website at GraftonPlaza.com.

The developer is holding two informational meetings on 5/7/8 and 5/20/8. Some invitations were sent out to residents. The May 7th session is already full. The developer also has a new website in case you want to sign up for the next session: GraftonPlaza.com.
Update: April 25, 2008
The environmental scoping meeting had a turnout of about two dozen people. An initial study document was handed out which included some revised details on the project showing 6 towers with a maximum height of 150 feet (Sybase is 100 feet tall). While it is good to see the amount of office space shift from 181,000 square feet in the original proposal to 292,000 square feet in the revised proposal, there is still a significant amount of residential in the new proposal that serves to cut into the original campus office zoning plan for approximately 500,000 square feet.
While the building heights have decreased, the overall square footage of the revised project at 1 million square feet is nearly identical in area to the original project proposal that included the 16 to 21 story buildings.
The square footage is split evenly between residential and commercial office space.
There was mention of a scaled-down version and a campus office only version but no details were provided.
It is important to note again that the City of Dublin is under no obligation to change the land use from campus office to mixed use.
Interesting Note on Density:
An interesting fact that was briefly discussed in the meeting
is that while the project is being built on a roughly 12 acre
site, it seems it is technically allowed to include the adjacent
land of the water quality basin in allowed density calculations
because because the Lin family owns that parcel as well.
Normally, a 12 acre campus office project in Dublin would be limited
to a maximum density of approximately 530,000 square feet. For comparison,
Sybase is on a similar sized piece of land and has office
space totaling approximately 400,000 square feet.
Per other city planning documents, higher densities are usually only considered when adjacent to a transit center like BART. In this case, Grafton Plaza is over 2 miles away. In short, we will want to be extra mindful about how the density will impact the area.

Since the focus of the meeting was only on the environmental
aspects of the project, a checklist of environmental factors
was reviewed and discussed. General categories of the environmental
factors are dictated by the California Environmental Quality
Act (CEQA).
Unfortunately the environmental checklist is not available online yet. The City Planning Department is working on adding a special project information area on its' website for Grafton Plaza which will include project specific documents. If you want a copy of it to see more of the latest project proposal please contact the City Planning Department.

For those that could not make the meeting or needed more time to review the initial study, there is still time to ensure that any environmental concerns are included early in the initial report. So, if you have view, traffic and other concerns please email them to the planning department. There is also the 45 day comment period after the official report is released.

There will be a scoping meeting tonight to address environmental impacts of the Grafton Plaza project - traffic, etc. The meeting is open to agencies and residents. An environmental consultant will be speaking. Read Contra Costa Times article...

The City Council meeting included some good discussion and did provide some direction to limit the project but we feel more still needs to be done to make sure it is the best fit for the community. Thanks to everyone that came to the meeting. It is great to be involved in this process early.
The Dublin General Plan and East Dublin Specific Plan are clear in specifying height limits of 6 stories unless there are special circumstances. Special consideration on height has been given in the past when a building is adjacent to public transportation to allow additional density. Why should the developer be entitled to any special latitude above 6 stories at the beginning of the planning process for this project? The site is 2 miles from the BART station which does not make it transit friendly. If the developer wants an exception for 10 stories then they should have to prove how it will be more beneficial for the community than 6 stories.
What is best for the community? Residential building is more of a drain on city resources than campus office so how is adding more residential beneficial to the community? Campus office will provide more revenue and allow the opportunity for more residents to live and work locally. We have heard very little about the fiscal aspects of changing to mixed use. We are open to exploring a hotel, spa and sports club but let's not sacrifice campus office to add more residential when there is already plenty in close proximity and much more to come.
As you drive around town, take a look at Sybase and the new BART parking structure in East Dublin. Do you want to see buildings 3 or 4 stories taller than those? 10 stories would also be roughly double the height of the condominiums next to the Grafton Plaza site. There was discussion that varied building heights up to 10 stories might be better visually than a 6 story block of offices. We disagree. In this small valley anything above 6 stories will stick out from any vantage point in the valley and affect many more people than a 6 story building. Honestly, we would rather see wider 6 story buildings that fit in the valley than a 10 story building that would be sure to stick out.
The developer will change and resubmit their project proposal.
CURRENT PROPOSAL: A mixed use complex in East Dublin that would include 6 10-story buildings for a total of approximately 1,000,000 sq. ft. The square footage is currently divided equally between residential and commercial. The number of residential units is 470.
Note: There has also been mention of alternate plans but no details have been made available publicly.
OLD PROPOSAL:Charter Properties of Pleasanton originally proposed building a mixed use complex in East Dublin that would include 4 high-rise buildings from 16 to 21 stories tall. Current guidance from the City Council sets a height limit of 10 stories.
